Official Paranormal Report
Date filed: July 30th, 2005
Official name: Founders Cemetery Park (name on outside sign) in Cedarburg, WI 53012
Nickname(s): Founder’s Park (name on outside rock, Sa on Outside Map) and First Trinity Lutheran Church Cemetery (name on rock by fence and burial marker, Sb on Outside Map)
Date entered: July 9th, 2005-carried into July 10th, 2005
Time investigation started: 11:29 p.m.
Time investigation ended: 12:22 a.m.
(The Sony DVR-DVD 403 Handycam, the Panasonic RR-US360 Digital Voice Recorder, and any digital cameras are all synchronized to the same time via Casio digital watch model number 1477. All times are in Central Standard Time (CDT).)
Approximate latitude and longitude:
43°18’ North/88°West
Road directions to location: From
Manitowoc, take I-43 south (59.3 miles) and use exit 92 (WI-60) to
Grafton. Take a right on Ulao Road (0.2
miles); then take a left on N Port Washington Road (1.8 miles-Hwy W). Take a right on Lakefield Road (2.5
miles-Hwy T-turns into Portland Road), left on Hilbert Avenue (0.1 miles),
right on Spring Street (0.2 miles), right on Washington Avenue (0.1 miles),
left on Western Road (0.4 miles), and right on Evergreen Boulevard (0.1 miles). Founder’s Cemetery Park is located on
Evergreen Boulevard. From Manitowoc,
the drive is about an hour long.
Physical description: From the outside, there is a small, open field located next to the park. I would not consider this place a park. Instead, it is a small forest/wooded area with much overgrowth. The paths are difficult to navigate through and are somewhat marked with wood chips. This place does not feel that “spooky” even at night because two lights illuminate most of the area along with some side house lights. The “Founder’s Rock” marks the entrance with some wooden fences. Following the path, there are assorted wood benches. An old burial marker with all the original names (hard to see some names, faded/eroded) is surrounded by a metal black fence with another rock next to it with all of the names of the “Early Cedarburg Pioneers.” The path then leads deeper into the forested area and is especially hard to follow. It forks off in many directions, and some house lights are visible. Overall, the “park” is small and even smaller considering the actual burial area and tribute plot is confined to the beginning of the park.
Permission to be on location: No
Signed: n/a Date: n/a
Comments: I do not
believe we needed permission to be on this site. I understand that this area is an actual park, so city park codes
would have been applicable (close by 11:00 p.m.). Or if this area were to be treated as an actual cemetery,
cemetery codes would have been applicable (close by 7 p.m. or after sunset). However, with this area’s bright lights, I
believe this “park” is used for people to walk through, and the back paths that
were difficult to follow might lead to neighboring yards or sidewalks. Many cars drove past and witnessed our
investigation with none stopping or slowing down to witness or to express
concern about our whereabouts in this area.

Subjective weather description of location: When we started our investigation, it was a
pleasant night. With barely any wind,
the air was still and quiet. The
humidity was fairly low, and the temperature was decent enough for me to wear a
sweatshirt comfortably. The visibility
was excellent; anyone could see a good distance. There was no fog, mist, or smoke present along with absence of
rain/water. Overall, the weather was
very conductive for our investigation; there were no significant disturbances
in the natural realm to impair our data.

Location History
Folklore,
legends, and myths:
There really is no major reason for this place
being haunted. It is a very old
cemetery/overgrown park with Cedarburg’s oldest inhabitants buried here;
however, none of the haunted indexes or websites gives a particular reason why
this place is haunted. There are three
sources that list this Founder’s Park as being haunted:
1.
Unexplained Research
2.
Shadowlands Haunted Wisconsin Index
3.
An article from the Milwaukee Journal Sentinel (online)
All of these sources have a similar description of
“cold spots, two crows, and being watched/not feeling alone/or a supernatural
presence.” I speculate that this claim
of a haunting originally came from the Shadowlands Index as Unexplained
Research investigated that claim, and the article from the Milwaukee Journal
Sentinel matches the description given by the Shadowlands. It is important to note that anyone with an
email address can post a haunted site on the Shadowlands database, so this
claim, which it probably originally came from, is quite possibly a made up
fabrication.

I hereby have stated to the best of my
recollection any possible folklore, legends, and/or myths about the stated
location. What I have heard came from
previous sources, and I cannot be certain of the truth beyond these
claims. However, I do swear this is
what I recall and I am not making any false allegations otherwise I would not
have signed this document.
Confirmed history
through credible sources:
The rock at the main entrance of the park reads,
“HERE ‘the rude forefathers of the hamlet sleep’
Gray
THIS LAND WAS DEDICATED FOR USE AS A CEMETERY BY
THE TRINITY LUTHERAN CHURCH IN 1844.
DUE TO THE ROCKY NATURE OF THE LAND, BURIAL HERE WAS DISCONTINUED IN
1868. THE CEDARBURG COMMON COUNCIL IN
1966 VOTED TO PURCHASE THIS HISTORIC RESTING PLACE.
DEDICATED JULY 3, 1976”
This rock gives a great detail of the history of
this early cemetery. It is Cedarburg’s
first cemetery as the Trinity Lutheran Church purchased it from farmer
Frederich Dobberpuhl (Williams, “Lost and Found”). This Trinity Lutheran Church is not to be confused with the First
Immanuel Luther Church that is down the block from the Founder’s Park. According to the “Lost and Found” article,
26 people are buried in this cemetery (Williams). However, according to the Founder’s Park brochure, the
Cedarburg record shows that 96 people passed away when the cemetery was used
(Banazak et. all, 5). It is possible
that there could be more people buried or unaccounted for in the cemetery
because of the displacement of makers, original tombstones, and records. Burial discontinued here because of a
substantial layer of limestone that lies about six to eight inches below the
surface (Williams). The early settlers
tried dynamiting the limestone to clear a hole for burial, but this proved to
be too much labor and time, so the early settlers used mounds. Palmer Krueger thinks the early settlers
wrapped the bodies, thus then dug to the limestone, placed the bodies there,
and covered them back up with the earth, creating a mound (phone
conversation). There are 26 mounds
scattered throughout the park (Williams).
Most of the mounds are concentrated in the beginning section where the
“history” rock is, but it is difficult to tell most mounds apart because of the
dense overgrowth (Krueger). According
to Krueger, they are more recognizable in the wintertime.
In my phone conversation with Krueger, he claimed
reasonability for sparking interest in the site because he lives next to the
location and at that time was also part of the board for Cedarburg. The city, in the mid 1970s, cleaned up the
area and denoted it as a park with rocks with the plaques on them, lights, and
eventually a fence put along the original memorial maker. According to the Founder’s Park
brochure, in 1877, the large and elaborate pillar was placed as a monument to
those who are buried in the cemetery (Banazak et. all 5). It is twelve feet tall and composed of
limestone; the women names are on the north side, bible verses on the east,
children on the south, and men on the west (Banazak et. all 5). Krueger states that the significance of this
marker is that it was placed in the “heart” of the cemetery. He also said that a tennis fence (now a
fence of metal black bars) had to be placed there because of vandalism and
graffiti to the monument. The lights
were placed in the park in the 1980s and are powered with hanging lines that
are difficult to make out because of the trees. In the mid 1990s(97-98) he talked about the students from the
high school who did a project with the park.
In the brochure, the students investigated the history through records
and distant relatives of those buried in the park (Banazak et. all). Also, the students tried to wipe out the invasive
species and replant the area with the original vegetation (Banazak et. all,
16-17).
The Founder’s Park packet states that a log cabin
church was built next to the park in 1844 (Banazak et. all, 4). Krueger said the location of this church was
in the open field that is adjacent to the park.
After reviewing the history from these sources, I
could find little evidence to support any logical reason for a haunting. Yes, this cemetery is very old and the
people are buried in a somewhat unusual fashion. And after looking over the birth/death and other history provided
in the Founder’s Park brochure of those who are buried here, most people
lived long (for that time period) peaceful lives with quiet deaths (Banazak et.
all, 6-15). Yes there were some cases
of sudden and not so pleasant deaths as also young deaths of children and other
members of the families who died on the journey to Cedarburg (Banazak et. all,
6-15). However, this above information
could be accounted for almost every early cemetery here in Wisconsin, except
for the distinct means of burial. There
is one last piece of striking evidence that could possibly support a vague
haunting. According to Krueger, when
the preservation project began in the mid 1970s a man with a truck removed the
limestone headstones until cleanup was finished; he stored these pieces in his
truck. When the city wanted the
headstones back after the preservation work was done, no one knew where the
truck was (Krueger). In the “Lost and
Found” article, Williams states that the truck driver drowned while fishing in
the Milwaukee river and the markers have never been found. Krueger said that it is impossible to
determine who is buried where because there are no known present records of the
mounds; and without the markers, it further impairs the identification of those
bodies in the mounds. In all of
Krueger’s years next to Founder’s Park, he has only talked to one group of
ladies who said that their great, great grandfather was possibly buried in
Founder’s Park.
Last of all, concerning the alleged haunting of
this location, in my phone conversation with Krueger, he stated himself that he
never heard of this place being haunted.
He has lived next to this park/cemetery for almost 50 years now and has
never seen or heard of any unusual things.
This is a forest, and noises can be explained from the animals in the
park from squirrels to even owls (Krueger).
He also said that his kids used to play in the park all the time when
they were younger, and actually built a tree house in one of the trees in the
park. It was in 2004, when the
journalist (Christian Williams) from the paper, Krueger said, that told him
about the supposed site being haunted.
Krueger mentioned that the area is actually quite peaceful and has never
seen anything out of the ordinary or heard of its haunting until recently.

52°F (AoF 2. on the Outside Map).
Possible explanation for anomalous smell(s):
1. There
was a strong smell of plants, especially deeper in the park. There was much more overgrowth on this back
path. This smell occurred when Adam and
I were making our way back to the group.
It is possible that on our first way through the path, we may have
stepped on or tore away some vine, plant, and/or branch that could have
produced this distinct smell. This
could also be explained by a combination of various strong and especially dense
plant smells.

2. Erik
pointed out that the little amount of wind that was blowing into the park could
be reached and observed the easiest because this is the spot where there is
another opening/entrance to the park through the open field. Both weather reports indicated a south wind,
and indeed this is the direction of the opening (south). I also could feel the wind blowing. Yet, the temperature fluctuations were
picked up a few feet down the path from the opening. Also, it would have been extremely difficult if not impossible
for the thermometer to pick up sporadic and minute gusts wind.
3. Same as
previous explanation (same location).

Possible explanation for fluctuation(s):
1. Zac
established a 0 milligauss reading for both High and Low Magnetic for the
entire area with no extreme fluctuations.
There were no hanging telephone lines/electrical lines to explain for
the noted fluctuations that we could see.
Palmer Krueger did mention that the lights are powered by hanging
electrical lines that are hard to see through the trees. Although the abnormal readings were very
little in terms of the entire scale for the meter, it was odd that any
fluctuations would have occurred in this area because no constant power source
was noted. If there were a constant
power source (i.e. buried electrical lines, observable power lines or sources)
the EMF meter would have picked up a constant if not strong source of magnetic
power. Also, the fluctuations were not
a result of Zac walking or his hand moving as the needle sometimes
bounces. In both instances, Zac was standing
still.
2. Same as
previous explanation, but in a different area with the same conditions.

“unwelcome” and/or other states of abnormal mental/physical health not
characteristic to the area that is beyond the realm of the normal. I have not made up any of these claims to

experienced first hand by credible sources.
Feeling(s) of ill-health effects, altered states
of consciousness, feelings of being “unwelcome” and/or other states of abnormal
mental/physical health experienced by investigative team on location:
1. A cold, chilling sensation was felt by everyone
at AoF 1. on the Outside Map, the same location as the EMF meter fluctuation
and the severest temperature fluctuation.
This was a feeling of not being cold, but rather getting the “shivers”
and a feeling of a chill running throughout the body. I should note that this is the only spot anyone felt this, and
the night was somewhat warm, so this was an odd sensation.
Noted times for abnormal feelings:
1. Around
12:08-12:16 a.m.
Noted area for abnormal feelings:
1. AoF 1.
on the Outside Map.
Possible explanation for abnormal feelings:
1. This
could be explained by a south wind coming in from the entrance where we were
all standing. However, when this
sensation was felt, we were standing considerably in the wooded area. Also, there were barely any significant
amounts of wind during the investigation as noted in the weather reports. In terms of shading by the surrounding
trees, this area was not as dense as other areas deeper in the park, and this
feeling was not felt there, so I do not believe this was a particularly shaded
region to account for the cold feeling.

Number of pictures analyzed: 119
Description of analysis work (date of
analysis: August 1st, 2005): I analyzed each picture with
Microsoft Photo Editor (zooming in and out specific sections); and if I found
some sort of anomaly, I placed the picture in a folder titled: “Abnormal Photos
with red circles” otherwise I put the other pictures in the folder titled:
“Normal Photos.” The really solid pictures with strong anomalies, I placed in a
folder titled: “Good Pictures.” Then, I
went through each picture again in the Normal Photos folder, and zoomed in each
section to see if I missed any key details.
After that, I reviewed the pictures in the “Abnormal Photos with red
circles” folder; and with the program, Paint, I circled the anomalies in red; I
did the same with the “Good Pictures” folder.
On paper, I recorded the visibility strength of the anomaly(ies), the
anomaly type, and the section in the picture where the anomaly(ies) was
located. Lastly, I looked over and
analyzed the “Abnormal Photos with red circles” and “Good Pictures” folders and
made conclusions about the anomaly(ies) present.

Noted times for photographic anomalies:
The times were not noted down for the above listed
anomalies for a few reasons. Some of
the anomalies in the pictures could not be viewed in LCD screen at the
time. Also, the time and date feature
was not set to be recorded on the bottom right of the picture. However, it is relatively easy to estimate
the time and location the pictures where taken, for I took them in groups. This statement is backed up by reviewing the
video, or listening to either audio (analog or digital), as it is fairly simple
to see the flash and to hear the distinct beep before the picture is taken and
the shutter sound the camera makes when a picture is taken. By knowing this, I can estimate the location
and time for all of the pictures.

Noted area for photographic anomalies: See the above
description.
Possible explanation for photographic anomalies:
Most of the orb pictures were in the back part of
the park where the vegetation is the greatest and the paths are most
ambiguous. It seemed for the orb
pictures that I took from the open field that the orbs where easier to see on
the LCD because the pictures on the computer only show a few faint orbs. Also, I would like to mention that there
were no anomalous pictures taken in AoF (1.) on the Outside Map where there was
the greatest fluctuation in temperature and some movements on the EMF
meter. For all of the above anomalous
pictures except DSC00450 and DSC00499, the orbs or whitish/clear circles of
various sizes and visibilities can be explained as the dust picture
phenomena. There is nothing paranormal
or even really anomalous about these pictures, as the description of this
effect and examples are at this web page: http://ghostgadgets.com/_knowledge/orbs.html. These pictures match those as dust orbs with
smaller and smaller concentric circles in each orb and little specs in these
circled layers. This is especially easy
to see on the more clear orb pictures like DSC00441 and DSC00468. Also to support this claim, almost every orb
picture is taken in either the upper or middle quadrant (36 orbs top sector, 26
middle, and 5 low). This makes sense
because most dust particles are either flying free and drifting around above
the ground. Also, with the dust picture
phenomena, it is easier for the focus of the camera to capture dust particles
in the upper portion of the picture because of the flash and its
distance/range. A few of the faint orbs
that are hard to determine as dust might be possible water effects from
humidity/water in the air. This is
supported with the very faint pictures from the open field where there are no
trees, and it would have been easier to capture possible condensation in the
open air free of the dense vegetation.
The humidity for that night was rather low- 60% reported by NOAA and 48%
reported by the Weather Channel, so it is not surprising that there were not
many if any orb/circle pictures of water vapor in the air. For DSC00450, the colored orb picture (a
blue orb), it is odd for a dust orb to be a different color, especially that of
a distinct dark blue. Any viewer could
easily pick this orb out from any others.
However, after examining the orb with a very zoomed-in picture, it does
match the distinct design of a dust orb.
It carries the trademark of circled layers, with a dense layer in the
middle, and minute spots in the layered circles. I am not certain what caused the color. It could be from possible absorption of water, many different
colored dust particles, a reflection from the flash from another source, and/or
some other explainable but unknown feature.
I am fairly certain that this photo is not spiritual. Lastly, DSC00499, the picture with the
small, bright anomaly in the center, is probably the most anomalous of all the
pictures. It is hard to analyze this
photo because the thing is very small; however, it is very bright. Also, most dust orbs are in the top two
sectors where this thing/possible orb is very close to the ground. I cannot determine if it has the
characteristic trademark of a dust orb.
It also could be a flying bug, which is also explained on this website: http://theshadowlands.net/fake.htm,
yet it would be rather difficult for the flash to reach that far, especially
for a tiny insect. I took many pictures
of the field, and it is not a natural light because this anomaly never showed
up on previous pictures. I am not
certain whether this picture could be spiritual in nature; however, it is not
likely to be paranormal in that regards.

After performing the investigation, analyzing the
evidence, researching the alleged haunting, and uncovering the real history, I
can say that Founder’s Cemetery Park in Cedarburg, Wisconsin is not
haunted. I base most of this conclusion
on the evidence that was gathered on July 9th, 2005. The conditions for that night were almost
perfect with no weather conditions to impair or data, and it was also a good
time in the lunar circle with some
solar activity present. All these
conditions support a good paranormal investigation. With the investigation, there was no major evidence in the
picture, video, and sound categories, which account for over 75% of our
data. Along with that, the night vision
and compass experienced nothing unusual, as did any of our equipment like
battery shortages and other odd technical problems.
Another piece of evidence that supports this
conclusion is we did not truly experience most of the supposed “abnormal”
things/experiences that may occur at this location. We saw no crows or any birds.
We did not feel a supernatural presence or that we were “not
alone.” I did not even feel this and I
knew about the location’s supposed effect.
None of our group felt any “negative feelings,” sickly feelings, or that
we should not be there. Actually, we
all pointed out that the area is a peaceful place. If people overlooked the rocks with the plaques on them and the
monument marker, most would not even know people are actually buried here.
With the investigation of the history, there
really is not a firm basis for this location to be haunted. Like noted before, none of the sources that
claim this site to be haunted know exactly why it is haunted. As I researched the history, I cannot find a
significant reason to believe why Founder’s Park would be haunted. The mounds are scattered throughout the
park, and the spots where we did find some abnormal activity is hard to
determine if actual buried people are in the near area. The only stipulation to the findings in
history would be that the original markers and tombstones have disappeared and
are unaccounted for to this day, and the driver of the truck drowned who would
have known where this truck was.
I think the strongest piece of evidence is that
Palmer Krueger, who has been living next to the cemetery/park for almost 50
years, has never noticed anything unusual.
That is a substantial amount of time to be living anywhere, especially
in the same location. I am sure he has
walked through and seen the park many, many times-on full moons, dark nights,
foggy times etc. His children have
played in the park and even built a tree house there; if they knew it was
haunted, I am fairly sure that they would not have engaged in this activity. Finally, Krueger himself said that he did
not even know the place was considered to be haunted until September, 2004 when
the journalist (Christian Williams) interviewed Krueger and told him about the
supposed haunting.
There are some gaps in the investigation that are
worth some mentioning and have been accounted for in the percent certainty
claim. We did document a cold spot, and
Founder’s Park is rumored to have cold spots.
I understand that it is a dense forest covered with trees and irregular
shading; however, with our thermometer, we did find a fluctuating spot (AoF 1.
on the Outside Map). This could be
accounted for the wind that was blowing in that direction during our
investigation; but like mentioned before, it was a bit down the path and there
was a very light wind that night. The
EMF meter readings are also worth mentioning.
Although the fluctuations were minor, it is weird to experience them in
two areas and at the park that had no readings for the majority of our
investigation. One of the fluctuation
spots corresponded in the same location as the cold spot (AoF 1. on the Outside
Map). The other EMF spot was deeper in
the forest, AoF 4. on the Outside Map.
Krueger said that the lights are powered by hanging lines that are hard
to see. The EMF meter would have
detected this had the lines been closer to the ground or significantly crossed
the path(s). I know for certain that
the EMF meter did not pick up the fluctuation given off by these power
lines; a constant or at least strong reading would have occurred. Lastly, the other abnormal information
gathered, the unknown white dot in the picture (DSC00499) and the odd smell, I
do not believe these are significant to give a percentage reduction to. The picture, although possibly abnormal, is
too small to make out a distinct image.
The smell could probably be explained as forest smells that we are not
experienced with interpreting, especially from living in the city.
With the above-mentioned oddities/abnormalities,
although minor, it does minus some percent from the percent certainty, which
means I am not absolutely positive with the conclusion. Still, with an 85% certainty, I am
confidently ruling Founder’s Cemetery Park as not haunted. The research and investigation support this
claim.
Case Classification: Not Haunted
Percentage of certainty in Case Classification:
100%(Base: assume
all places are not haunted)
-2%(markers/tombstones
disappear, truck driver drowned)
-5(AoF 4. on the
Outside Map, 1st EMF meter fluctuation)
-8%(corresponding EMF
meter and temperature fluctuation-AoF 1. on the Outside Map)
Final Percent
Certainty: 85% certain Founder’s Cemetery Park is Not Haunted
Preparer’s Name: Kyle Chivers
Preparer’s Statement:
It did take some time before I started this
investigation, but I was busy with other projects. The time-lapse in between the investigation and report did not
impair the findings in any way. After I
started the investigation, I had to stop and wait for information to come from
the city library and the county historical society. Once again, this time lapse and the other time lapses of the user
signatures and statements did not negate any of the findings/conclusion
etc. I did this investigation as
efficiently and as good as I could with the given material and evidence.

I hereby claim that I, the preparer, have made a
fair and accurate investigation at the above location. I have not added, alerted, or left out any
information to leave the investigation in question. I have used an open mind to analyze clearly and rationally all
evidence in order to make a case classification and percentage certainty to the
best of my abilities.
